Kleberg County hurricane guide

Kleberg County Emergency Management, under the County Judge, plans for hurricanes in Kingsville, Riviera, and the rural county. The county's hazard mitigation plan says hurricanes can bring coastal flooding from storm surge, inland flooding, and tornadoes. Low-lying areas near the water, such as Loyola Beach, Baffin Bay, and Riviera, have been told to evacuate in past storms.

What to know in Kleberg County

  • In past storms, such as Hurricane Beryl in 2024, the County Judge ordered voluntary evacuations for Loyola Beach, Baffin Bay, and all low-lying areas, the FEMA Domes at H.M. King High School in Kingsville opened as a safer place to stay, and county crews handed out sandbags at precinct barns. These are past practice, not promises. Watch for official announcements for each storm.
  • After a disaster, the county links the Texas Division of Emergency Management damage survey so you can report damage to your home or business.

Evacuation zones

Kleberg County does not publish an evacuation zone map on its website. For each storm, the County Judge announces which areas should leave. In 2023 and 2024 the county ordered voluntary evacuations for low-lying areas in Loyola Beach, Baffin Bay, and Riviera. If you live near the bay, in a low-lying area, or in an RV or mobile home, plan to leave early when officials tell you to.

Open only when announced

Evacuation centers open only when officials announce them, and not every center opens for every storm. Check the official list of open centers before you leave home. Bring your own bedding, food, water, and medicines.

Kleberg County announces shelters and safe places for each storm. In 2024 the FEMA Domes at H.M. King High School opened, and the county offered RV and livestock space at the JK Northway grounds, but this is past practice. Do not go to a site until officials announce it is open. Plan ahead for your pets.

After the storm: help for displaced residents

If your home is damaged or you cannot go back, these organizations help with shelter, food, money, and paperwork. Many programs open only after a disaster declaration, so check their pages for current status.

Where to start

  • 2-1-1 Texas: The free 211 helpline for all of Texas, a program of the Texas Health and Human Services Commission, answered by 25 Area Information Centers.
