Hai Phong typhoon guide¶
Hải Phòng is a port city on the Gulf of Tonkin coast. Since the 2025 reorganisation it includes the former Hải Dương province. The Hai Phong City Civil Defense Command (Ban Chỉ huy Phòng thủ dân sự thành phố Hải Phòng) directs the city's response, with the People's Committee chair as its head and the city Military Command as its standing agency. Typhoon Yagi made landfall on the city and Quảng Ninh in September 2024.

What to know in Hai Phong¶
- Hải Phòng city is made up of the former city of Hải Phòng and the former Hải Dương province, merged under Resolution 202/2025/QH15 of the National Assembly.
- Typhoon Yagi (storm No. 3): a city report says it made landfall directly on Hải Phòng and Quảng Ninh on 7 September 2024 with gusts, rain and flooding.
- In August 2025 the command issued notice 482/TB-BCHPTDS banning some activities on estuaries and at sea ahead of storm No. 5.
- The national disaster and dyke authority advises people in storm and flood warnings to keep boats and fish cages safe and not to stay aboard or in watch huts, to reinforce and brace houses and trim branches, to limit movement in rain and flood, and never to cross overflowing causeways, bridges, culverts or roads.
- For flash floods and landslides the authority lists warning signs: several days of rain, cracks in house walls or slopes, leaning trees, and river or stream water turning from clear to muddy. On hearing a loud noise or seeing an unusual sign, run to safety first and tell the authorities. Do not fish, collect firewood or wade across streams in heavy rain.

Evacuation centers¶
Open only when announced
Evacuation centers open only when officials announce them, and not every center opens for every storm. Check the official list of open centers before you leave home. Bring your own bedding, food, water, and medicines.
Evacuation points in Hải Phòng are set by city, ward and commune authorities for each event. This page does not list any shelter as open. Follow orders from the command and your ward or commune People's Committee.
Radio, TV and weather¶
Keep a battery or hand crank radio. When power and cell service fail, radio is often the only way to hear official updates.
