Hue typhoon guide

Huế is a centrally governed city on the central coast, crossed by the Hương and Bồ rivers, with hills and mountains inland. It was not merged in the 2025 reorganisation. The Huế City Civil Defense Command (Ban Chỉ huy Phòng thủ dân sự TP. Huế) directs the response and keeps a 112 line staffed around the clock. The Huế City Hydro-Meteorological Station (Đài Khí tượng Thủy văn thành phố Huế) issues river and rain bulletins. Floods on the Bồ and Hương rivers in October and November 2025 are the recent reference events.

What to know in Hue

  • Huế was one of the 11 units left unchanged by the 2025 reorganisation. Before that it was Thừa Thiên Huế province.
  • On 15 October 2025 the command asked city departments and localities to prepare for heavy rain from 20 October to the end of the month, after the city station forecast 400 to 600 mm of rain, locally over 800 mm, from the night of 15 to 25 October.
  • Floods, November 2025: on 17 November 2025 the Huế station reported the Bồ river above alarm level 3 and the Hương river above alarm level 2, and warned of a very high risk of flash floods and landslides on steep slopes, with a flood disaster risk level of 3.
  • The city plans evacuation household by household, with set locations, transport and forces, and its people can use the Hue-S early warning platform run by the Hue IOC for flood, rain and emergency bulletins.
  • The national disaster and dyke authority advises people in storm and flood warnings to keep boats and fish cages safe and not to stay aboard or in watch huts, to reinforce and brace houses and trim branches, to limit movement in rain and flood, and never to cross overflowing causeways, bridges, culverts or roads.
  • For flash floods and landslides the authority lists warning signs: several days of rain, cracks in house walls or slopes, leaning trees, and river or stream water turning from clear to muddy. On hearing a loud noise or seeing an unusual sign, run to safety first and tell the authorities. Do not fish, collect firewood or wade across streams in heavy rain.
