Ha Tinh typhoon guide

Hà Tĩnh is a north central coastal province and was not merged in the 1 July 2025 reorganization. The Ban Chỉ huy Phòng thủ dân sự tỉnh Hà Tĩnh (Hà Tĩnh Provincial Civil Defense Command) is chaired by the chairman of the provincial People's Committee. The province's 2026 to 2030 disaster prevention plan puts its standing office in the provincial irrigation sub-department (Chi cục Thủy lợi Hà Tĩnh), with the Department of Agriculture and Environment advising the command, and names the provincial hydro-meteorological station (Đài Khí tượng Thủy văn tỉnh). The province faces typhoons and heavy rain from the sea, river floods, flash floods and landslides in the western mountains, and coastal flooding when high tides meet river floods.

What to know in Ha Tinh

  • The plan states that each year about 12 to 13 storms and tropical depressions are active on the East Sea and 1 to 2 of them affect Hà Tĩnh. It describes two strong storms that reached the province in 2025: typhoon No. 5 on 25 August 2025 (disaster risk level 4) and typhoon No. 10 (Bualoi) in September 2025, with winds of level 10 to 11, gusts of level 13 to 14, over every commune and ward, which the plan calls the strongest wind recorded in the province.
  • The plan's advice for households that are often cut off by floods is to keep food and daily supplies for at least 5 to 7 days. It also says people should secure their houses and move out in time when the authorities order it.
  • After 23 August 2025 Hà Tĩnh set up civil defense commands at every level to replace its disaster prevention commands. The provincial command works under the operating rules issued by Decision 73/QĐ-UBND of 30 October 2025.

Evacuation centers

Open only when announced

Evacuation centers open only when officials announce them, and not every center opens for every storm. Check the official list of open centers before you leave home. Bring your own bedding, food, water, and medicines.

The provincial plan reports 105 community cultural houses built to double as places where people can be moved to when floods or major storms strike, and the commune and ward authorities organize moving people. These places are used only when the authorities announce it. Follow your commune or ward People's Committee and the provincial command for whether to move and where to go.

Radio, TV and weather

Keep a battery or hand crank radio. When power and cell service fail, radio is often the only way to hear official updates.
