Breathitt County Emergency Management is listed on the county Departments and Agencies page with the county E-911 office at the courthouse in Jackson. Breathitt County is in the Eastern Kentucky mountains, where creeks and the Kentucky River fork rise quickly in heavy rain. The county did not publish flood, evacuation, or shelter guidance on the pages checked.
