Hagåtña typhoon guide

Hagåtña is one of Guam's 19 villages, located in the center of the island. The village is also written Hagatna. Guam Homeland Security and the Office of Civil Defense (GHS/OCD) runs typhoon planning, warnings, and shelters for the whole island, and the Hagåtña mayor's office is your local contact. Typhoons can bring destructive winds, heavy rain, and flooding, so follow GHS/OCD announcements and any evacuation orders for each storm.

Evacuation centers

Open only when announced

Evacuation centers open only when officials announce them, and not every center opens for every storm. Check the official list of open centers before you leave home. Bring your own bedding, food, water, and medicines.

Guam does not keep a standing list of open shelters. When a typhoon threatens, the Guam Department of Education opens some public schools as emergency shelters, and GHS/OCD and the Joint Information Center announce which ones and when. Do not go to a school until it is announced as open. In past storms, only service animals were allowed, and people were asked to bring a 7-day supply of food, water, and medicine.

Help to evacuate

  • Hagåtña mayor's office (rides to shelters): In past typhoons, people without a ride or with a disability were told to contact their village mayor's office, and buses to the shelters left from the mayors' offices. Call early, before conditions get worse. Phone: 671-477-8045. Website.

Keep a battery or hand crank radio. When power and cell service fail, radio is often the only way to hear official updates.

After the storm: help for displaced residents

If your home is damaged or you cannot go back, these organizations help with shelter, food, money, and paperwork. Many programs open only after a disaster declaration, so check their pages for current status.

Housing and shelter

  • FEMA Disaster Recovery Centers: After a federal declaration, these centers help you apply for aid in person. Use the locator to find the nearest one. Phone: 1-800-621-3362. Website.

  • SBA disaster loans: Low interest loans for homeowners, renters, and businesses after a declared disaster. Phone: 800-659-2955. Website.
  • Guam Legal Services Corporation-Disability Law Center (GLSC-DLC): Free legal help for people with disabilities and for victims of violence. Guam's Protection and Advocacy agency.   • Micronesian Legal Services Corporation, Guam Office: Free civil legal help for eligible low-income residents of Guam, including help after typhoons. Its Disaster Response Center page has Guam guides on FEMA help, FEMA appeals, and landlord and tenant law after a typhoon. Monday to Friday, 8 a.m. to 5 p.m., by appointment only.   • Guam Behavioral Health and Wellness Center (GBHWC): The Government of Guam's behavioral health agency, which runs the 988 Suicide and Crisis Lifeline on Guam.   • American Red Cross of Guam: The Red Cross for all 19 villages, part of the Red Cross Pacific Islands Region. Shelter, food, emergency supplies, and disaster relief.
